Pedestal Spoiler For RS2

Why can't you get a non colored pedestal spoiler for my RS2 (919)? Instead I have to get a colored one, pay someone to sand it down and pay for it to be painted. I dont see why I cant get a non painted one and get it painted whatever color I want?
