How To Start A Chapter?

Hi all..just joined today and was wondering how one starts a chapter..I live in southwest Wisconsin and theres no WI chapter...closest is Cedar Rapids!

Mostly what he said. We also have a few rules posted on the front page that you have to agree to follow, but they are very simple and straight forward.
