I have $1000 in hand and drive a 2010 xB RS7. I'm an extreme beginner when it comes to cars and I'm curious what kind of mods I can do to it for that. Any help yall are willing to give me would be fabuous! Thanks in advance!

That has a LOT of flexibility. You could do one or a few major things or lots of small stuff. What would you be interested in?
Power? Performance? Handling?
Interior? If so, street racer? VIP? Practical?
Lighting stuff?
Stereo?
(Give it to me and let me spend it on MY B? HAHAHAHAHA- just kidding)

TartanJack has the right idea..... you need to decide what mods are important to you and make a plan for the car. I see way too many Scion owners jump into the mods on their car right after buying it with out thinking of the end goal. Since many new Scion owners are also modifying their first car they just buy what they see as they see it. Then 4 sets of wheels, 2 grilles, a lip kit and more mods later they are finally happy with the car.
Look over other gen 2 xB's on here and other sites to see what you want to do to your car.
As mentioned do you want to lower it, new wheels, new stereo, LED's everywhere, etc.
Then take those mods and prioritize them. Once you have a plan of attack for your money you will be a lot happier with the end results.
Do not get me wrong I could fill up a Scionpro cart with your $1000 in a heartbeat. Just want to make sure you are getting what you feel is most important for your ride.
Hope this helps.

start with big mods first, suspension, wheels, ect. then get the little stuff when you run out of big stuff.

I guess I should have specified a little more... I don't really care too much about performance; I'm not into racing or anything, so I don't really need any extra hp. I basically just want it to look even more badass. So yeah, wheels are definitely in the top 5; probably the first thing I'll do. I was thinking some extra tint, lower it even more {I just hate to see my red TRD springs go! :-(}, maybe put a cold air intake on it. I was just curious what yall had done and what yall thought about mods. I will for sure look through photos of others 2 gens; if yall have them, show 'em off! I'm really excited about starting mods. I wasn't going to but I really want to enhance the look of my already badass looking car. I mean it IS a Scion!

With the springs, offer a straight one-for-one trade for Hotchkis or the DF ones. I've seen plenty w/ those that want to do a trade for the TRD ones. That would be a basically free (each pays their shipping out) change.
Many like the rear spoiler/wing. Not bad.
Focus on what wheels you WANT and get those now, then get the intake if enough is left over- or get the wing.
What "look" are you after, rather than "bad ass" (not really a direction)?
VIP is more posh, while you could go for "different," clean, comfy-cool, retro, mean, "gangster" old-school blacked-out or modern (chromed), or a general color scheme and "theme."
Lip/body kits? That would be another option, too.

I'm not really sure what all those looks mean... Haha. Mine already came with a DAMD body kit on it and lowered an inch, so that's awesome. My car is still an everyday driving car so I can't go all show car on it yet. Since the car is pretty much purple I guess whatever color matches or goes with it will be my "theme". So like, purple and black. I want black wheels. And I'm looking for somewhat cheap ones; I'm not sure I'll find them but it's worth a shot, right?

They're out there.
Check out Fast Scion's sale on Tenzo R rims. There are good deals on there and most come in black. I got black Meisters from them recently (after my previous Rotas cracked).

I looked but didn't find anything I liked enough to spend what I would have to spend. This will probably be the longest process... Finding the right wheels for the right price. Do you do LEDs or neons under a car?

I like multi color leds.

I have green LEDs on the license plate.
simple, cheap, but nice.

That's pretty awesome. But i feel like I would get pulled for that..? Any problems with that? And what about having the colored (multi or specific color) lights under your car? Any trouble with the law with those?

the lights underneath you'd probly have to check with your local laws, but I have no idea about the license plate LEDs.
I've heard that they might give me a little trouble with the cops, but so far nothing. and for sure I've driven past cops so I think I'm good.

You can do a lot with $1,000.
S-tech lowering springs, wheels, led exterior bulbs, and probably your headliner.

Liz, in North and South Carolina, you need not to have blinking blue or red lights when driving. OFF the road, you can do whatever you like.
Both states have that on the law books. As for other lighting, it depends on the cop and how big of an ass they want to be. In the Gastonia dealer show last year, a group had a LONG conversation w/ the local cops about what is and isn't technically legal and what is the discretion of the cop (legally grey).

Oh I did know that about the red and blue, but I also know in at least my county you can't have ANY kind of red or blue lights anywhere on your car. And I know if you have lights in you windshield wiper thingys on your hood you can get in trouble for that too. But I guess that is the same thing as the rest, depends on the cop and how much of a dick he wants to be. Which I personally don't think is fair. You pass one cop and he doesn't care you pass another one a few miles down the road, lights up, and writes you a ticket. It's inconsistent. How do you know what's gonna get you a ticket and what's not? I guess you don't really.

For lighting think of it like this, if it is not an OEM light or color then you can get a ticket somewhere for having it on while driving. So to prevent a ticket leave the lights off while driving, besides all it does is attract the attention of thieves and people who will say stupid things about it that you probably do not want to talk to anyway.
