Spray paint OEM rims black help...

so im thinking of spray painting my OEM rims black. some one told me to sand them down, after that i prime spray paint them and then throw on the black spray paint then the clear coat... im thinking of giving it two black coats... and for the sanding does anybody know when i should stop sanding the guy that told me the way to do it was like just scruff them down...
