not 100% sure if thats my next mod but since its on my mind what do you guys think is the best one to go with? or what one do you have and is good

Strup 4-1 headers are good, that what i have now. It you want some torque then i suggest you find a 4-2-1 header. The Strup is made for straight HP and free up your top end. It does feel kinda like you lost some power in the low end do....

I'm not sure but passing motor vehicle inspection with a header would be an issue.

as long as you have your stock car. you can just swap them back and forth. it only 7 bolts...

An antifouler should clear that up too.
It also depends on what you really want and if you have an aftermarket exhaust. The exhaust gets very raspy if you put on a header and have an exhaust. To the point that it's obnoxiously loud and buzzy.
For a header you can either get a 4-1 header or a 4-2-1. 4-2-1 will be more expensive, as most come with a replacement s-pipe as well, since the header is longer than stock. A 4-1 header goes into the stock s-pipe. 4-2-1 headers are better for scavenging low-end power, while providing the same top-end power that a 4-1 header does.

well its not to big of a deal to pass inspection because they pass almost everything in the state of pa and to answer ur question i have an after market exhaust on my car..and truthfully im not too sure what i wanna do next to my car but i know headers is an option i was thinking of

Be ready to invest in some resonators and/or high flow catalytic converter to combat the rasp that's been talked of.

Cheap yes, decent? ...... maybe.
And yes - if you put on a header, make sure you invest in a large exhaust resonator to combat the rasp.
