1. How do you install fog lights on the xD? Like where do you connect them and how do you get the plastic piece that acts as a place holder out?
2. If I buy a 30k conversion kit, and I do get a ticket, can I put in 6k bulbs or do I need a whole new kit?

Do you mean a 3K kit as in yellow lights if so you shouldnt get a ticket for that. Several cars(older Lexus) had yellow fogs.

Yeah, 3000K, or 3kK, shouldn't be a problem. 30kK, 30000K, would be crazy. I don't even know what color that would be. 12000K is usually fairly purple.
You can certainly buy multiple bulbs of the size used in different temps, not an issue.
As for installing fogs. I dropped the front bumper when I did mine. The plastic inserts remove by depressing 4 tabs which are located on the inside of the bumper. You can also reach them if you pull the skid protector under the car down. But taking off the bumper lets you run the wiring and get everything neat and clean.
You need to run your own switch, so it's pretty simple, hot line fused and a ground wire. I put my switch in the little recessed tray under the steering column. Also TRDSparks sells a set that includes the harness, switch, and the lights installed into new plastic inserts that is a breeze to put in if you want to go less custom.

And I want to use 30,000k headlights, but I want to know if I can put 6,000k bulbs in the same balast.

Ballasts have nothing to do with the temperature of the bulbs. Same Ballast would be used for 3,000; 4,500; 6,000; 8,000; 10,000 and 12,000. The bulb is dependent on the light housing you are using. The xD headlight housing takes an H4 bulb, so for the head lights you would buy H4 HIDs as that is the only type that will fit. Depends on what fog light you are planning on using, you may not even be able to get HIDs for them, so make sure the light housing you buy will handle them.
The headlights for instance. I bought the Bi-Xenon HIDs, H4 from MENG in 6,000K, if I wanted I could order bulbs from them in any other temp they sell and swap bulbs willy nilly. I would recommend that whoever you buy the harness and Ballasts from, that you also get your bulbs there, it is possible different manufactures bulbs may not work with another manufactures Ballasts.

30000K should be a deep purple I think.

I found a couple 30000k kits. One of the charts I saw said 30000k is pink and one shows purple. I'm not sure. I think it's at the police's disgression wether your lights are legal or not.

If their purple you might be able to get away with it, if their pink your screwed from the get go.
