Sequential Turn Signals

Hey, Im new to the forum so bare with me. Im also a member of Scion Life. In this topic ( http://www.scionlife.com/forums/viewtopic.php?t=55890 ) he has designed a circuit for the lights to flash sequentially, well you can read it. I was wondering if anyone knows how this circuit is made. Any help would be great.

He does explain how he put the project together. What Im wanting is the circuit to make the turn signals sequentially light. Ive PMed the guy with no response.
